More Time Loops For Their Dictating Rulers

They'll be time looped as the animals who suffered in their nation, at which point they'll wish they'd created laws against animal cruelty. Then, their spirits will be executed and everything that happened to those animals will be undone when this timeline is reversed to the restore point. Then, the timeline gets restarted for the next timeline that does not include them, the contaminated (infected) files (spirits). So they don't even exist right now.

There's a man in Shanghai who murdered 80 stray cats through electrocution, burning, eviseration, etc. He videotaped his murders and posted them on online sites like Weibo for profit. This man, Fan Yuanqing, deserves punishment. He is a threat to society, and a prime example of the deficits of China's law system. While he may have violated China's laws against the distribution of violent videos, he has not violated any laws pertaining to the mistreatment of animals. There is no law in China against animal cruelty. If they will not do this, then they must be forced to! WE NEED A UNIVERSAL LAW protecting animals!  This asshole is going to get away with 80 murders if nothing is done.
