USDA Rural Development Has Shitty Customer Service! Can't Make Payments!

Hello and good day to you.
my name is Vincent Ciofani and I had a payment arrangement made with Rural Development for case number 33071431701 in the amount of $100 per month. I was getting a statement and an envelope every month to make the payments, so I never saved the address. I moved to Boyne City, MI in October. I got a couple of statements forwarded to me and I was making the payments. Then, Rural Development stopped sending me the statements so I couldn't make the payments. A couple of months ago, I got a notice from Rural Development and I was able to get ahold of a lady in the office who was going to help me. She said she'd call back the same day and I never heard from her again. I've been trying to get ahold of someone who can give me an address to mail the checks to. Nobody responds and the number is disconnected, 800-428-9643 is no longer in service. I've left messages at other numbers but nobody calls back. My ex wife sent a check for $100 to the return address on the notice, PO Box 771220 St Louis, MO 63177 a couple of weeks ago, but the check never cleared. If you could forward this to someone who can provide me the address to mail the checks to, I'd greatly appreciate it and I will be able to fulfill the payment arrangement.
