Vincent Ciofani was born in the early 1960s in Detroit, Michigan to an inbred bloodline. He was stricken with mental illness and was prone to fits of rage and violence. As a teenager, Vini was busted for drunk driving too many times in a 7 year period and a corrupt judge submitted his driver's license to what was then known as the DLAD (Driver's License Appeal Division) and then his license became un-restorable. Vini fought to get it back to no avail. In 1992, Vini went before an agent to restore his license. The agent, Braussner, was all set to restore Vini's license until he talked to Vini's fiance at the time. Then, he voted against it because she said that Vini often drank with his younger brother. Vini gave up on ever getting his license. Then, after years of being tortured by not having a license or independence, in 2014 his brother gave him $1,000 to hire a lawyer, Kyle Legal. Legal didn't do much to assist Vini in the quest, doing no more than a paralegal would do. Vini had to submit to an evaluation, performed in a Catholic church in Grayling, Michigan, by Chris Seager. Chris Seager was determined to shoot down any hopes of license restoration. She waited outside for Vini to show up hoping that he'd driven himself so she could include that in her report.
Vini had stopped smoking weed to drop clean urine tests and was not dependent on marijuana at the time of the interview. But Chris Seager was biased against marijuana and wanted to crucify Vini for his religious beliefs that he should be able to treat himself with the plant. She wrote a report full of lies about Vini and said in the report that he was "dependent on marijuana". Obama had a plant placed in the Secretary of State to be his hearing officer. She didn't even have a first name, known only as "Hearing Officer Odrobina". She had no intentions of restoring Vini's license at the hearing and used Seager's lies and bigoted diagnosis as an excuse to not restore his license.

He was being punished for possessing a marijuana medical card, even though he wasn't using it, over ALCOHOL related offenses, which should've been illegal. Vini gave up on ever getting justice. He was 50 years old and hadn't had a license since he was 18. They should've been on board with the idea of restoring his license after so long. But there was no sense of shame about their obvious targeting of a retarded individual.
Vini started feeding homeless cats in Grayling. He was feeding a batch of cats who lived in the yard at the old couples' home across the street. He had a deranged mentally ill neighbor who had a problem with Vini feeding the cats, the same neighbor, Ronald Everson, whose poison had killed Vini's singing Pomeranian, Foxy Ruse, in 1999, which broke Vini. Ronnie had a deranged wife, Phyllis Everson, and deranged friends who geeked Ronnie up to poison the cats at the old folks' house. Vini had rescued a litter of kittens from that batch and a litter from the previous batch in 2015. It was 2017 and Ronnie put poisoned food laced with caustic acid under the old couples' bushes. These horrifying murders broke Vini's mind and injured his soul. He couldn't recover. Add to that the torture of being denied independence and the Chinese kitten torture and the monkeys being tortured in Malaysia and Vini was full-blown insane. He prayed to die every night to escape the paradigm. Vini is tortured by these things happening and being helpless to do anything.

Vini ended up divorced, staying in senior apartments in Grayling in 2020 and married a mentally retarded woman, Amber, 30 years younger than him, physically. But she was retarded and her ex boyfriend was a predator who had predator friends and they tricked her into cheating on Vini. The cheating caused 3 strokes in 3 years and in August 2024, after wrecking his ebike, Vini was diagnosed with CHF (Congestive Heart Failure). The management of the apartment complex, Stratford, had a bully on their staff that targeted Vini and his young bride who Vini divorced in 2023, but she stayed with him to tend to his needs because he was now ill. Vini couldn't win against the bully who wanted Vini evicted for feeding the neighborhood cats. Vini had to move to his brother's place on the outskirts of Boyne City, forced to abandon his cat feeding ministry, which was a fate worse than death for Vini.

Now, Vini needs a license because he's trapped out in the woods. His brother's license is suspended and Amber has a learners permit. Now Vini can't maintain his medical care.
